John Barker

President

John is a native of upstate New York, and a graduate of SUNY Canton with an A.A.S. degree in Construction Management. Relocating to Winchester in 1980, he began his 35 plus year career in Construction, beginning in the Industrial Construction field with several companies.

In early 2000 John’s career path led to Residential Construction, in various capacities such as Estimating, Purchasing, Vice President, and President. Residential projects include Single Family and Multi-Family Homes, Townhomes, Age Restricted, Historic Preservation, and Mixed=Use (residential & commercial).

John is a Board of Director member of Preservation of Historic Winchester (PHW), including Vice President for 2 years, President for 3 years, and Past-President. PHW is a 501(c)(3) nonprofit organization dedicated to preserving the history and architecture of Winchester, VA, through education, advocacy, activities, and events.

John also is a member of the Top of Virginia Builders Association (TVBA) and the National Association of Home Builders (NAHB).

John Willingham

John Willingham, CPA through his development entity Stoneridge Development, LLC and joint ventures has extensive real estate development experience. These projects include new residential construction, multi-family apartments, public and private partnerships, historic and new market tax credit projects, mixed use, office, medical office and other related projects.

John also serves as a City Councilor for the City of Winchester and served as President of Council for 5 years. He is the Chairman of the Metropolitan Planning Organization for the Winchester/Frederick County area which focuses on transportation planning. John is a member of the Finance Committee of Valley Health Systems which is the holding company for a multi-location hospital system based in Winchester.  He also serves on the boards of Community Foundation of the Northern Shenandoah Valley and the Frederick-Winchester Service Authority.
